It turns out my Honeywell 3-zone controller (HZ311) was flashing its green COOL light instead of holding steady ON, thus preventing delivery of the 24V ON signal to the contactor. One look at the HZ311 manual quickly revealed the answer. The controller thought the duct temperature was below 45F, falsely thinking the system was overcooled.

To control the fresh air damper you would have to also purchase separately a Honeywell fresh air controller W8150A1001 to connect to the 311 and act as the fresh air controller, but the issue is the W8150A1001 only controls two-wire dampers and does not support a three-wire damper connection.

I have a Honeywell HZ311 zone controller. T-stats call for AC and equipment outputs do not do anything. If I wire direct, no problem. Seems like HZ311 ignores t-stat calls. I confirmed 28V power on HZ311 via independent transformer. I also confirmed that T-stats are correctly calling for cooling.
