I only see 40% armour pen on those that have the perforating mag. I believe the inherent effects on a fixer are 100% stealth sneak, 15% stealth in shadows, and a 20% damage boost that doesn't show on the effects list. That's the reason. I have 2 fixers and both of them have lower than default armor penetration (40)%.
