I believe you have to be above 1510. And nessus lost sectors have a weird bug right now. If you do meet the requirements, go run any other lost sector on nessus and the legend/master will unlock. 3. Recently Lost Sectors have started to require that you discover/complete (not sure which, I just completed them all anyway) all normal lost sectors before a legendary will become available.
