I've seen a build a well in a city mod some where a while back. You may even be able to use f-12 to build a well in the city, not sure if that works. Would also depend on if Black Scratch has any water for you to build a well on.

Actually I found Flats Lagoon by tech hunters to be the best place to sell Hashish. it's not illegal there and you still will get a huge price over head for each piece you sell (like you get about 500-600 cats a piece so it's actually very profitable to buy at swamps and sell there)
