I like Rosewood gas station the most, and if you're looking for a base on a modded map there's a garage/shop/office block combo off the main road in Grapeseed that I'm currently loving. Half of those aren't starting locations. And Rosewood is missing. Best location for veteran players is Muldraugh because it's the easiest to get a vehicle working at. The whole south is full of parking lots, plus the crossroads towards Rosewood and the Warehouses out of town. With a working vehicle you're free to go anywhere you want in the map.
