Hassou Tobi is so strong that even if an opponent resists physical, it can do more damage than a severe elemental skill like Ragnarok. So yeah, Yoshitsune is broken.

All around, Helel is really easy to make nigh-invincible with a few very simple fusions, but Yosh*tsune is very easy to build to cause chaos with Hassou Tobi.
