I have been toying around in the PoB getting rid of some Lightning damage notes and adding minion damage notes and the Spiritual Aid note. Elementalist with shaper of storms (all hits shock, minimum 15% shock effect) This minimum shock effect scales with shock effect (100% increased lightning ailments brings minimum shock up to 30%, etc) Reaching the shock effect to apply a 65% on every hit should be fairly easy to reach.
