There's only one area a day where it can spawn. When a public event appears in that area there is a small percentage chance that it will be the vex strike force. On days where terminal overload is in the same area, there will be no strike forces. You can follow a discord/twitter bot to get notified a few minutes before it begins.

I’ve only seen it once and it was day 1. I wasn’t close to high enough LL to attempt it. It's a really low spawn rate, it shows up as a PE in the director in the area when it's on tho.
