Kematu was being covert to help his mission. I tend to believe Kematu, as he lets you kill off the bandits but has his men stand down to talk. although honestly since I typically play scorch the earth I kill both sides lol. Kematu because Saadia is overtly trying to manipulate you, and also Kematu seems more honest.
