Premiere uses the file extension to determine what it expects inside a video container, so if the extension is incorrect the file won't import correctly. (Other apps like VLC are a lot more tolerent of invalid file extensions) Premiere should support the .m2t extension, so first off try simply renaming the file to that and see if that works.
