0. What you have to do is go to the entrance of Dawnstar, wait 48 hours, and talk to the cat lady and ask her what she has for sale. Then go back to the chest, get your stuff, wait another 48 hours and talk to her again, etc. The chest is her shop chest, its supposed to be hidden underground but its glitched. I hope I helped.

Even without the caravan coming around, the chest will reset after about 20 in-game days. And don't forget there are 2 more chests. In all seriousness Bethesda did not patch this out. At least in oldrim. There was a day where I tried to find it back on 360, looked in the exact spot it was supposed to be, and couldn't find it. Naw it shows up on my 360, but not on my ps4, and I did not upgrade to newest version cuz it would disable some of my mods.

The Dawnstar chest is the same. It's a chest, like the one that was underground in Warmaidens, that contains a vendor's full supply. What truly gave it away was how the items were arranged. The arrangement was identical in arrangement to the vendor stock. These chests are invisible or underground for a reason.
